Unsurprisingly, a Hamilton Heights landlord who had been charging rent that was too damn high for a stabilized apartment for over 20 years knew what he was doing. After the state ordered Nevei Bais to reimburse tenant Ramon Hernandez a whopping $112,000 for all the overcharges, Bais appealed the decision.
